House was re-roofed about 5 years ago. I think the installer was not a pro and tried to re-use the old flashing. Now I have leaking around a 2nd story home. The roof up there is fairly steep. The house is a rental and is currently unoccupied. I think it needs to have some shingles pulled back, some of the siding pulled back, new flashing put back in and then the shingles replaced and a board put up where the siding (cedar shake) used to be. This only has to look acceptable, not beautiful.
