The House was built in 1977. They installed a Zinsco Panel (100A)and circuit-breakers, which surprisingly worked fine until recently. We found the white neutral wire got loose (the screw on the terminal block arced/burnt). The voltages fluctuate between 70 V - 160V, causing the kitchen fluorescent tubes, bed room lights, etc. not function, which happens once a twice a day at night lasting 1-3 sec to 3-4 hours. PG&E engineers came (twice) did a "band-aide fix" by connecting the white wire to the PG&E neutral bar. This somewhat improved the situation, but we still occasionally have a problem.
